Relief Measures for Pensioners and Government Employees
The following relief measures are proposed for Government employees and pensioners in the Budget 2022-23:
Introduction of Basic Pay Scales-2022
1. For the Federal Government employees, the Ad-hoc Relief Allowances 2016, 17,18,19 and 21 will
be merged in the Basic Pay Scales 2017 with effect from 1 July 2022, thus introducing new pay
scales i.e. BPS 2022.
Further relief measures are as follows:
2. Grant of 15% Ad-hoc Relief Allowance on the running basic pay of BPS-2017 to all Federal
Government employees with effect from 1" July 2022.
3. The existing rate of pension (i.c.10 %) allowed in March 2022 to the pensioners of Federal
Government will be enhanced to 15% with effect from 1st July 2022.
4. Executive Allowance will be granted to the officers working in Federal Secretariat in BPS 17 to 22
@150% of the basic pay, with effect from 1 July 2022 in line with that granted by all provincial
governments.
5. The Disparity Reduction Allowance 2022 @15% (already provided to BPS 1-19 in Mar 2022) will
be extended to the officers in BPS 20 to 22 on the existing terms and conditions with effect from 1*
July 2022. This is aimed at reducing disparity for senior officers such as principals, Secretariat
General's office, Meteorology
officers and officers of attached departments such as Auditor
department, Bureau of Statistics, Oceanography, Archives, different training institutes, libraries etc.
6. Conveyance allowance will be enhanced by 100% with effect from 1st July 2022.
7. Transport Allowance will be granted to the officers working in Federal Secretariat in BPS 17-19 @ Rs. 25,617 in place of Conveyance allowance with effect from 15 July 2022.
8. The existing rates of qualification pays will be enhanced by 100% with effect from 1st July 2022.
9. Orderly Allowance will be increased from Rs.17,500 to Rs. 25,000 w.e.f. 1st July 2022.
10. The existing rates of Drivers salary embedded in Transport Monetization will be enhanced to
Rs.25,000 with effect from 1st July 2022.
11. Entertainment allowance will be abolished w.e.f. 1st July 2022.
(*The merger is subject to the conditions that:
a) All the Special Pays, Special Allowances or the Allowances admissible as percentage of pay (including
Medical Allowance and House Rent Allowance but excluding those which are capped by fixing maximum
limit) and the Allowance/Special Allowance equal to one month basic pay, granted to Federal Government
employees irrespective of his/her posting in Ministry/Division/Department/Office etc. including civil
employees in BPS 1-22 of Judiciary shall stand frozen at the level of its admissibility as on 30-06-2022.
b) An additional increase of 5% and 10%, in BPS 17-20 and BPS 21-22 respectively, will be included in Ad-
hoc Relief Allowance 2019 in order to remove the expected anomalies. Upon introduction of BPS 2022 the
Ad-hoc Relief Allowances granted w.e.f. 01-07-2016, 01-07-2017, 01.07.2018, 1.07.2019 and 01-07-2021
shall cease to exist with effect from 01-07-2022.)
